This support is often based on the perception that lottery revenues are used for a specific public purpose, such as education. However, research has shown that lottery popularity is unrelated to a state’s objective fiscal circumstances. Furthermore, winnings are generally taxed heavily, so the total amount received is significantly less than the advertised jackpot.
